The Impact of MCA V3 Rollout – Updated

In continuous endeavour to serve the stakeholders better, the Ministry of Corporate Affairs announced launch of V3 platform on 1st Feb 2022. The V3 portal is an upgraded version of the current V2 version. The key difference between Version 2 & Version 3 as mentioned below:

• In V2 the company incorporation, charge creation, modification, director & KMP change, address change and other eforms where made available in PDF file format.
• Users use to download the form in PDF format, fill and upload them in V2
• In V3, MCA is trying to replace the PDF forms with Webforms
• All LLP Forms are migrated to V3
• Set 1: 65 Company forms have been moved to V3 platform
• Set 2: List of 56 Forms that are notified to be migrated to V3 by 23 Jan 2023
• Set 3: Final set of 38 Company Forms [including 13 Annual filing forms, 6 Audit/Cost audit forms] is live on MCA portal.
• Eventually all the modules of V2 including View Public Document Service will be migrated to V3
• However as on the date of this post VPD is still not migrated to V3 Platform

The Impact of V3 migration in VPD Service:

Any registered user can pay a nominal fee to MCA and download various documents filed by the any OPC, LLP, Private & Public Company from the MCA website. As some of the documents are already migrated to V3 and some are pending. VDP service is also only at V2 and yet to be migrated, as of now only the documents that are filed in V2 by the respective company are made available by MCA to be downloaded. All the forms that were migrated to V3 are not accessible under V2.

Hence, when you avail the InstaDocs service on InstaFinancials platform the documents that are made available under VPD are only delivered to you. Which means, you can expect only those forms that are filed in V2 portal. The forms that were filed in V3 will not be made available.

Key Updates regarding V3 by MCA

2025-July-14 – Final set of 38 Company Forms [including 13 Annual filing forms, 6 Audit/Cost audit forms] is live on MCA portal. Stakeholders are advised to create user ID/upgrade existing V2 ID/Merge V2 ID in V3 system under “Business user” category and associate the DSC if not already done.

2025-May-25 – In our continuous endeavour to serve you better, the Ministry of Corporate Affairs is launching final set of 38 Company Forms [including 13 Annual filing forms, 6 Audit/Cost audit forms] on 14th July 2025 at 12:00 AM. Click here to view list of all the 38 forms. [PDF 129kb] To facilitate implementation of these forms in V3 MCA21 portal, stakeholders are advised to note the following points: (1) Company e-Filings on V2 portal will be disabled from 18th June 2025 12:00 AM. Thus, all the stakeholders are advised to ensure that no SRNs are under pending payment/Resubmission status. (2) Offline payments in V2 using Pay later option will be stopped from 08th June 2025 12:00 AM. Therefore, you are requested to make payments for these forms in V2 through online mode only. (Credit/Debit Card and Net Banking) (3) In view of the upcoming launch, V3 portal will not be available from 09th July 2025 12:00 AM to 13th July 2025 11:59 PM. Accordingly, stakeholders are advised to plan and file/resubmit current V3 forms before 09th July 2025 as there will be no waiver of fees or extension of resubmission period, if the due date/resubmission date fall within the mentioned downtime period i.e. 09th July 2025 12:00 AM to 13th July 2025 11:59 PM. (4) Stakeholders are advised to create user ID/upgrade existing V2 ID/Merge V2 ID in V3 system under “Business user” category and associate the DSC if not already done. (5) Stakeholders are requested to check the SRNs that are currently pending with status “Pending for upload of Investor details”, “Pending for Subsidiary Details” and upload the details by using services available on MCA portal [“Upload details of Security Holders/Depositors” and “Update Subsidiary Details”] by 17th June 2025, failing which SRN will be marked under “NTBR” status.

To facilitate implementation of this form in V3 MCA21 portal, stakeholders are advised to note the following points: (1) ADJ form on V2 portal will be disabled from 12th September 2024 12:00 AM to 15th September 11:59 pm which is planned for roll-out on 16th September 2024 at 12:00 AM. (2) All stakeholders are advised to ensure that there are no SRNs in pending payment and Resubmission status. (3) Offline payments in V2 using Pay later option would be stopped from 04th September 12:00 AM. You are requested to make payments for these forms in V2 through online mode (Credit/Debit Card and Net Banking). (4) V3 portal will not be available for filing of Company/LLP forms on 15th September due to ADJ form roll-out. (5) V2 Portal for company filing will remain available for all the forms which are currently in V2 system. Stakeholders may plan accordingly.
15 July 2024	In our continuous endeavour to serve you better, the Ministry of Corporate Affairs is launching third set of Company Forms covering 9 forms [MSME, BEN-2, MGT-6, IEPF-1, IEPF-1A, IEPF-2, IEPF-4, IEPF-5, IEPF-5 e-verification report] on 15th July 2024 at 12:00 AM. To facilitate implementation of these forms in V3 MCA21 portal, stakeholders are advised to note the following points: (1) Company e-Filings on V2 portal will be disabled from 04th July 2024 12:00AM. (2) All stakeholders are advised to ensure that there are no SRNs in pending payment/pending for investor details upload/Resubmission status. (3) Offline payments for the above 9 forms in V2 using Pay later option would be stopped from 01st July 2024 12:00 AM. You are requested to make payments for these forms in V2 through online mode (Credit/Debit Card and Net Banking). (4) In view of the upcoming launch of 9 Company forms, V3 portal will not be available from 13th July 20204 12:00 AM to 14th July 2024 11:59 pm. (5) V2 Portal for company filing will remain available for all the V2 forms excluding above mentioned 9 forms. Stakeholders may plan accordingly.
13 Feb 2023	All new Directors are advised to register as Business Users and Associate DSC in V3 before filing forms in V3
13 Feb 2023	Stakeholders are advised to check their already filed/initiated Spice+ applications of V2 in the Historic tab of V3 Application History.
23 Jan 2023	All the incorporation related forms have been migrated to the V3 portal w.e.f. 23rd January,2023. These forms include- (a) SPICe+ PART A (b) SPICe+ PART B (c.) RUN (d.) INC-13 (e). INC-31 (f). INC-33 (g.) INC-34 (h.) INC-9 (i.) AGILE PRO (j.) URC-1
19 Jan 2023	Stakeholders please note that Company Incorporation forms (Spice + Part A, Part B & RUN) will be available for filing purposes in V2 till 21st January 00:00 Hrs. These forms will be enabled on V3 portal from 23rd January 2023 00:00 Hours. Remaining 46 forms will also be available for filing purposes in V3 from 23rd January 2023 00:00 Hours.
19 Jan 2023	In view of the upcoming launch of 56 Company forms, V3 portal will not be available from 21st January 2023 to 22nd January 2023. V2 Portal for Company filing will remain available for all the forms during this period excluding Company Incorporation forms & other 46 forms as referred above
19 Jan 2023	Stakeholders please note that for hassle free form filings in V3, all Signatories have to register themselves as Business User and associate their DSC in V3.
05 Jan 2023	Stakeholders please note that PAS-3 form will be available for filing purposes in V2 till 19th January 2023 11:59 PM.
26 Dec 2022	In our continuous endeavour to serve you better, the Ministry of Corporate Affairs is launching Second set of Company Forms covering 56 forms in two different lots on MCA21 V3 portal. 10 out of 56 forms will be launched on 09th January 2023 at 12:00 AM and the remaining 46 forms on 23rd January 2023. Following forms will be rolled-out on 09th January 2023: SPICe+ PART A, SPICe+ PART B, RUN, AGILE PRO-S, INC-33, INC-34, INC-13, INC-31, INC-9 and URC-1. To facilitate implementation of these forms in V3 MCA21 portal, stakeholders are advised to note the following points: (1) Company e-Filings on V2 portal will be disabled from 07th January 2023 12:00 AM to 08th January 2023 11:59 pm for 10 forms which are planned for roll-out on 09th January 2023. (2) Company e-Filings on V2 portal will be disabled from 07th January 2023 12:00 AM to 22nd January 2023 11:59 pm for 46 forms which are planned for roll-out on 23rd January 2023. (3) All stakeholders are advised to ensure that there are no SRNs in pending payment and Resubmission status. (4) Offline payments for the above 56 forms in V2 using Pay later option would be stopped from 28th December 2022 12:00 AM. You are requested to make payments for these forms in V2 through online mode (Credit/Debit Card and Net Banking). (5) In view of the upcoming launch of 56 Company forms, V3 portal will not be available from 07th January 2023 12:00 AM to 08th Jan 2023 11:59 pm due to 10 company forms roll-out and from 21st January 2023 to 22nd January 2023 for 46 company forms roll-out. (6) V2 Portal for company filing will remain available for all the forms excluding above mentioned 56 forms. Stakeholders may plan accordingly.
31 Aug 2022	Stakeholders please note that 9 Company forms ( DIR3-KYC, DIR3-KYC eform, CHG-1, CHG-4, CHG-6, CHG-8, CHG-9, DPT-3, DPT-4) are available in V3 portal for filing purposes.
22 Aug 2022	In view of the upcoming launch of 9 Company forms in V3, LLP V3 portal will not be available from 27th Aug (12:00AM) to 28th Aug (11:59PM). V2 Portal for company filing will remain available. Stakeholders may plan accordingly.
15 Jul 2022	In our continuous endeavour to serve you better, the Ministry of Corporate Affairs is launching first set of Company Forms on MCA21 V3 portal. These forms will be launched on 31st Aug 2022 at 12:00 AM. Following forms will be rolled-out in this phase: DIR3-KYC Web, DIR3-KYC Eform, DPT-3, DPT-4, CHG-1, CHG-4, CHG-6, CHG-8 & CHG-9. To facilitate implementation of these forms in V3 MCA21 portal, stakeholders are advised to note the following points: (1).Company e-Filings on V2 portal will be disabled from 15th Aug 2022 12:00 AM for the above 9 forms. All stakeholders are advised to ensure that there are no SRNs in pending payment and Resubmission status. (2).Offline payments for the above 9 forms in V2 using Pay later option would be stopped from 07th Aug 2022 12:00 AM. You are requested to make payments for these forms in V2 through online mode (Credit/Debit Card and Net Banking).
14 Apr 2022	Stakeholders are requested to use their V2 user ID and password to log into the new V3 portal, and then upgrade to a Business user. Once upgraded the email ID of the V2 account will automatically become the login ID for V3 and password will remain the same, which can be then changed as required.
12 Mar 2022	Login related Informational Messages For the existing V2 users having V2 login IDs and Passwords: (1) No need to re-register on V3 portal; (2) To login: The existing users may use their respective V2 user IDs and Password for the first time; (3) After Login: To access the services of filing LLP forms in V3, the users need to upgrade their profile from Registered to Business user (option available on top right corner); (4) For Company related filings in V2: the Users are required to use ?Login to Company Filings? option on the login page with their exisitng V2 credentials only.
12 Mar 2022	Certain Stakeholders have raised concerns over Associating DSC in V3. They are advised to follow the below simple steps: (1) You can associate your DSC as a Business user in V3. (2) Login using your credentials. (3) Go to MCA Services ->FO LLP Services – >Associate DSC (4) Download & run ?embridge? – 2nd option provided on the screen. (5) Change the DSC password/PIN (for 1st time users on V3). (6) In the ?Token? field, select ?ePass? option from the available drop downs. (7) Select Certificate Details from the drop down and enter the DSC password. (8) Click on Register. (9) You will receive confirmation message on portal.
09 Mar 2022	Stakeholders please note that DSC Association is a post login service in V3. User Registration is mandatory for DSC Association. Multiple DSC Associations cannot be done using one user id.
