CBIC Eases Rules for Customs Cargo Service Providers (CCSPs)

In a move to enhance efficiency and reduce the compliance burden in the logistics sector, the Central Board of Indirect Taxes and Customs (CBIC) has introduced significant relaxations for Customs Cargo Service Providers (CCSPs). These changes align with the goals of the PM Gati Shakti National Master Plan, aimed at improving logistics infrastructure, reducing costs, and boosting India’s role in global trade.

Two major relaxations have been announced under Notification No. 75/2024-Customs (N.T.) dated November 7, 2024, and Circular No. 22/2024-Customs dated November 8, 2024:

  • Reduction in the Number of Insurance Days for Storage Goods
    • Previously, CCSPs had to insure goods stored in Customs areas for 10 days as per the Handling of Cargo in Customs Areas Regulations, 2009.
    • Now, this period has been reduced to just 5 days.
    • Impact: This will significantly cut costs, improve cash flow, and make operations smoother for logistics companies.
  • Withdrawal of Licence Renewal for AEO-Compliant CCSPs
    • CCSPs who meet international operational standards and hold an Authorized Economic Operator (AEO) certification will no longer need to renew their licenses.
    • Their licenses will now remain valid as long as their AEO certification is active.
    • Impact: This simplifies the process, reduces paperwork, and strengthens the “Ease of Doing Business” framework.
